Job Description	______________________________________________________________________ Job Title: INDIA COUNTRY OFFICE HR, OPERATIONS AND ADMINISTRATION MANAGER Location: Delhi Reporting to: Director, Avahan with a dotted line to the HRBP, Global Health Introduction: Foundation Summary: Guided by the belief that every life has equal value, the Bill & Melinda Gates Foundation works to help all people lead healthy, productive lives. Based in Seattle, the foundation is led by CEO Jeff Raikes and co-chair William H. Gates Sr., under the direction of Bill and Melinda Gates and Warren Buffett. Group Summary: Avahan, the Indian AIDS Initiative of the Bill & Melinda Gates Foundation, is a 10-year (2004-13), large-scale HIV prevention program with three primary goals: 1) build an HIV prevention model at scale in India and demonstrate epidemic impact; 2) catalyze others to take over and replicate the model; and 3) foster and disseminate learnings on scaled HIV prevention within India and worldwide. Avahan serves populations most at risk of infection in the four southern states of Tamil Nadu, Karnataka, Maharashtra, and Andhra Pradesh and the two northeastern states of Nagaland and Manipur. Avahan aims to reduce HIV incidence in high risk populations (female sex workers (FSW) and their clients, high risk-men who have sex with men/transgenders (HR-MSM/T), injection drug users (IDU) together with an estimated 5 million men at risk. Avahan is now, in keeping with its second goal, beginning to hand over the program to "natural owners," like the Government of India and communities it has served since the beginning. The programme has also begun work on the third goal of disseminating learnings from this initiative. Key Roles and Responsibilities Human Resources Management • Partner with India Country Office leadership and Seattle HR to develop, direct and execute strategic HR plans and goal achievement. Leverage expertise in organizational development and effectiveness to create a high functioning India Country Office team. • Act as initial, local point of contact on all HR-related issues. Take interventions, actions, decisions related to issues. Determine which issues need escalation to Seattle HR. Escalate appropriately, balancing local needs and global approach. • Partner with Seattle HR to understand and leverage, where appropriate, HR best practices and approaches. Consistently leverage and balance knowledge of both local country employment culture and practice with global foundation goals and missions. Recommend and partner with foundation HR to implement localized HR programs and policies as required to ensure an effective India Country Office. • Develop and promote a “sense of team” to increase employee engagement and productivity. Seek out and execute opportunities for team building activities, events and knowledge sharing. • Develop/refine, communicate, clarify, and administer HR policies and practices. • Implement and ensure adherence to foundation’s global performance management concepts and process. Identify areas to create a more effective employee developmental organization. • Partner with Learning & Development team in headquarters on major initiatives. • Facilitate recruitment and selection activities. Work with management to develop job descriptions, candidate profile, conduct interviews. Engage and effectively manage external resources and providers to facilitate candidate profiling, selection, and closure. Develop offer recommendations in conjunction with India County management. • Partner with Seattle HR to recommend, and implement changes or enhancements to compensation and benefits offerings. Headquarters Liaison Activities • Empower administrative team to provide consistent liaison and communications with Seattle headquarters operational groups including IT, Security, Accounts, Payroll, Travel, Facilities and administration. • Participate in the Operations Coordinating Team (OCT) to maintain relationships with foundation operational leadership and to ensure India office is knowledgeable of foundation-wide operational activities. Understand the variety of initiatives and help Country Leadership understand impact on and priority to India Country Office. • Act as country liaison for all compliance-related audits. • Provide country-level oversight, coordination and resources as related to global initiatives such as IT upgrades, financial reporting, budgeting and performance management implementation, etc. Operational and Administrative Management • Avoiding day-to-day involvement, empower a small administrative team to ensure efficient, cost effective and high customer-oriented operational and administrative services to the India Country Office. • Provide overall guidance and line of escalation for 1. Office operations including all non-grant making activities and functions such as IT, HR, Security, Administration, Travel, Facilities and Purchasing. 2. Accounts functions including payroll, accounts payable and interoffice accounting cross-charges, tax, compliance processes and regulatory reporting. 3. Annual operational budget process and monthly budget monitoring 4. India Country Office team meeting planning, venue selection, logistics and administration 5. Organization, planning and execution of foundation- sponsored events, convening’s, visitor trips and site visits. 6. Vendors and providers to ensure they understand the foundation’s needs; develop relationships with vendors to optimize their information sharing, service delivery and pricing. 7. Petty cash management and documentation. Qualifications: • 15+ years professional work experience in a variety of progressively more responsible roles in human resources in a global organization. • Experience working in a field office of a global organization is preferred. • Demonstrated skills in application of HR principles and laws of India. • Demonstrated ability to oversee multiple disciplines within an organization is required. • Ability to develop close working relationships with a broad spectrum of employees, partners, vendors. • Comfortable presenting factual data in order to influence and support management decision making. Ability to speak truth to power and to push back on direct management. • Supervisory and management experience required. Preferably experience in managing in a highly matrixed organization. • Knowledge of headquarters business operations and experience in navigating in complex organizational environments to obtain information, resources needed to achieve results. • Ability to travel to Seattle, Washington a minimum of twice a year.
