Job Description	25th January, 2010 The University of Manitoba in partnership with the Karnataka Health Promotion Trust is implementing projects to scale up HIV /AIDS prevention, care & support services and programs. KHPT invites applications for the position of Deputy Chief of Party (D-COP) for Samastha Project, which is funded by USAID. Position: Deputy Chief of Party (D-COP) Location: Bangalore or North Karnataka Project: Samastha, The Deputy Chief of Party (D-COP) will provide support to the Chief of Party (COP) of Samastha Project in implementation of Samastha project including establishing priorities, drawing up operational plans, conducting operational plan reviews, performing necessary analysis and developing strategies to respond to operational issues. Also, D-COP will coordinate with state government departments, government functionaries, donors, non- governmental organizations and other public interest groups working in the areas of HIV/AIDS and other public health Job responsibilities & specification:  Provide support to the overall programmatic management to Samastha project focusing on:- 1) Determining evidence based project priorities, developing operational plan (including budgets) adhering to PEPFAR (President Emergency Plan for AIDS Relief) guidelines. 2) Supporting in project wide quarterly and annual planning processes. Leads the quarterly review and annual plan review process. 3) Providing advice and guidance including interpretations, opinions, or decisions regarding programs, policies and budgetary issues. 4) Preparing/coordinating preparation of reports to donor agency relating to programming, human resources and other requisites in a timely manner for review by the COP. 5) Representing Samastha project in various national / international forums for leveraging. 6) Promoting strong liaison and coordination with the Karnataka government programs and activities and especially promotes a close working relationship with KSAPS and in national sphere with National AIDS Control Organization (NACO). Promoting liaison with APSACS and partner organization for implementation of program in coastal district of A.P 7) Advocating with donor(s), government machinery and other non-government organizations to ensure that project’s key populations are included in the planning and development of needed services and have access to services within the project areas and in other locations where key population migrate and habitat. 8) Leading the efforts of documentation of best practices, success stories, lessons learnt and disseminates experiences and evidence within states of Karnataka, A.P and at national level. Coordinates with knowledge management unit for effective dissemination. 9) Planning and ensuring human resource requirements of staff including hiring personnel for projects, reviews performance of key position holders and ensures capacity development of existing staffs in coordination with COP, Human resource and capacity building units of KHPT/IHAT. 10) Reviewing procurements to make sure that all required resources are done in line with procurement policy of KHPT/ IHAT and PEPFAR guidelines. 11) Maintaining harmonious working relationship with different program, technical and support service units of KHPT/ IHAT so that quality work process is ensured in the project. (STI, HIV Care and Surveillance unit, M & E Unit, Program unit, IEC and Community Mobilization unit, Capacity Building unit, Knowledge management unit, HR and Admin unit, Finance unit, Advocacy unit, Technical support unit , SPRUHA project and other research projects). Qualification and experience:  Ph.D/ Post Graduate in any discipline working with Govt / INGO/ NGO & working in HIV/AIDS for at least 3 years or more.  Must have excellent negotiation, communication, facilitation and interpersonal skills in order to be able to manage relationships with diverse programme partners.  Broad and comprehensive understanding on health and development sector and issues that beset marginalized communities.  A comprehensive understanding of the multiple functions required to successfully plan, implement and resource a project.  A highly developed conceptual thinker, who is able to integrate complex and varied systems, methodologies, theories and practice of problem solving,.  Experience in handling statewide projects, including development of strategies.  Good interpersonal skills, tact, maturity, flexibility and an empathic approach.  Must be able to plan and strategize using an evidence based approach that includes analysis of quantitative and qualitative data. Position involves travel. Knowledge of local language will be an asset.
