Job Description	Job Title: Technical Director - Girls Education Program Location: New Delhi Reporting to: COO Grade: B (Senior Management) Coordinates With: CARE USA and UK, Senior Management Team, Girls Education Program Team and other wings of CARE. Introduction: CARE is one of the world's leading humanitarian organizations fighting global poverty with projects in 72 countries around the world with a CARE International Secretariat in Geneva, Switzerland. Established in 1950, CARE mission in India over the years has been to facilitate lasting change in the well being and social position of vulnerable groups, especially women and girls. The Girls� Education Program (GEP) is one of the key programs in CARE India. GEP has evolved over the years from small scale experimental pilots and projects to becoming a program that works for the Education of marginalized children, especially girls. Amongst the NGO community, it is one of the fore runner and champion for girls� education in India. It works closely with State Governments providing technical support and strategies to three National Schemes, KGBV, NPEGEL and ICDS. Apart from this it supports the education strand in large multi-sector integrated programs of CARE India. The key focus of GEP has been quality and equity in education, community participation and improved governance in pre and elementary education. It also supports an adult literacy component in CARE�s Livelihood Programs. GEP believes in developing collaborations and alliances with strategic partners and advocating for larger policy change. It has a number of ongoing initiatives like Power Within, PCTFI, School Improvement (SIP). The GEP activities are funded by substantial numbers of donors, including foundations and corporate houses. Purpose of the post: The Director, Girls� Education Program holds the over all responsibility of developing and sustaining the Girls� Education Program in line with CARE India�s core programmatic principles and Long Range Strategy Plans. S/he will provide overall leadership for successful implementation and management of Girls� Education Program. S/he will ensure that the GEP meets \ evolves towards CARE�s definitions of Programs. S/he will undertake activities to position CARE as a leader in its field with a well defined niche. She will enable CARE to play a significant Advocacy role as be responsible for developing and maintaining strategic external relationships with national and state governments, bilateral and multi lateral donors, civil society organizations and appropriate corporates. As Director, s/h will be responsible for all contractual commitments to donors and day-to-day administration of the Girls� Education Programme at Delhi. S/he will support State Directors (Teams) for program implementation. The job involves a comprehensive understanding of the education sector in India, high order of conceptualization, maturity and ability to build relationships. Key Roles and Responsibilities 1. Program and Portfolio Management � Conceptualize and coordinate program development initiatives in order to advance GEP and CARE India�s Long Term Strategy. This needs to be done in close coordination with the Program Development Unit , CIHQ. � Be knowledgeable of donor trends and interest and design cutting edge programs that align GEP�s mandate and donor interest. Develop concept notes and project proposals as required. � Coordinate with CARE USA, CARE UK and CARE India�s Program Development Units for Resource Mobilization. � Coordinate the development of Implementation Plans/Annual Work Plans in accordance with contractual agreements with donors and approved Logical Framework Manage and ensure the implementation of the above. � Ensure that Reporting is in compliance with contractual agreements and manage the dissemination of information as appropriate and required to relevant stakeholders � Supervise Budget development as required by contractual agreements with various donors in consultation with CI liaison and CARE India HQ Finance. Also, ensure that Financial Plans and Projections (based on approved Annual Work Plans) are realistic. � In consultation with the CIHQ Finance unit ensure effective analysis of monthly financial information to provide accurate cash flows/budget control and ensure expenditure as per project plans. � Review project financial information towards accurate finalization of donor financial reports and cash �call forward� requests. � Ensure compliance of financial and business standards and procedures (including the implementation of audit recommendations) as established by CARE and the donors in the areas of HR management, Procurement, Finances project inventory of assets and administrative procedures 2. Ensuring Program Quality � Ensure that GEP Long Range Strategy is in place and that it adheres to CARE India�s Strategy plans as takes into cognizance the external context. � Ensure and set Program Quality Standards for all GEP initiatives. Specifically �( based on UCP analysis, contributes to long term goals, well established M&E and Knowledge Management systems) � Support State Directors and State Teams in implementing program activities in accordance to program quality standards. � Ensure and establish functional Monitoring systems for GEP. Generate periodical reports (as required) of progress based on the monitoring data. � Ensure that all program initiatives undertake baseline, mid-term and final evaluations as required. � Ensure systems and process of providing feedback to project staff at State level. 3. Technical Leadership � Be cognizant of the technical knowledge and trends and education and provide the technical leadership to CARE India�s education program and strategies. � Ensure that high quality relevant technical assistance is available to the GEP and other Integrated Programs with Education component so that CARE�s programs remain cutting edge and contemporary. � Facilitate the provision of technical input to the program development. � Ensure appropriate and efficient use of external inputs to the Girls� Education program initiatives. � Ensure that CARE India contributes to and learns from the Girls� Education technical debate and development, nationally and internationally. 4. Knowledge Management � Ensure a knowledge management strategy for GEP that consolidates GEP�s models, lessons, tools , modules etc. � Facilitates evolution of GEP�s knowledge base with appropriate interface with the external developments. � Plans for appropriate research and documentation activities for critical GEP strategies. � Develops a visibility and sharing plan of GEP knowledge base for external stakeholders. � Facilitates team members participation and presentation at appropriate National and International forum�s. 5. Networking ( Alliance Building ) and Representation � Represents GEP�s work at appropriate forum�s nationally and internationally. � Identifies and participates in appropriate professional activities that bring credibility to CARE � Identifies agencies and institution-, governmental, non �governmental and private that will bring strategic advantage to GEP and develops collaborative and mutually beneficial relationships. � Contributes or develops national alliances in areas representing CARE�s work like - education of marginalized, girls education and leadership or early childhood . � Enable CARE to influence policy change through diverse mechanisms. 6. Administration and Management � General oversight of administrative functions, correspondence, information systems etc to support the Girls� Education sector. [Note: Operational management of projects resides with State level staff ] � Prepare and maintain the necessary planning and monitoring tools used by CARE, specifically the Annual Operating Plan (AOP), Individual Operating Plans (IOPs) and others as they may be introduced. � Maintain regular written and verbal communication with State Directors on matters relating to the sector. � Coordinate/ensure mission response to communications from CARE International (CI) members especially CARE USA, which pertain to sectoral issues. � Ensure that appropriate systems and procedures are in place and operating to handle all programme level administrative functions e.g. communications, travel and TERs, filing and retrieval etc � Ensure compliance with established practices and procedures of CARE India and concerned donors. � To provide supervisory support and guidance to the immediate sector staff in CIHQ. In addition and in concert with State Directors, provide relevant support to Girls� Education sector project staff. Maintain a supportive high performance environment within the sector and with other CARE operating units. � Ensure all subordinate staff have relevant Job Descriptions, IOPs and receive both formal and informal feedback as per CARE India�s Performance Management System. � Participate in definition of new posts in the sector and aid recruitment of appropriate people for the specified posts. This will require a lead role for Girls� Education sector staff in CIHQ and a supportive role with State level staff. � Ensure that CIHQ staff are adequately briefed on all relevant � HR matters are kept up to date with changes 7. Senior Management Team � As the Girls� Education sector director s/he will be a member of the CARE India Senior Management Team (SMT). This team is charged with providing input and guidance to CARE India�s overall policy, strategies and direction. S/he will be required to draw on broad management skills in providing such input and will not necessarily be asked to represent sector interests only. � Provide input into decisions on program department management and Country Office level issues. � Contribute to the CARE India LRSP and AOP processes. � Serve on committees/ task forces etc as required to provide input into CO level program and non-program issues and initiatives. � Take part in reviews of CO performance, regular QMMs and other SMT for a to support achievement of CARE�s broader goals. Must haves/ Essential qualifications and experience � A post-graduate degree in education or a social sciences or any other discipline from a reputed institute with a minimum of 10 years of experience working as an education specialist with technical knowledge of core education agendas, in particular: secondary education, exclusion, gender issues, girls� education, inequality, right to education, quality issues, education management and accountability, civil society and community participation. � Experience in program planning and design, implementation and compliance as well as monitoring and evaluation. � A proven ability to establish effective working relationships and partnerships with diverse stakeholders including donors. � Strong financial management and team management skills including the ability to supervise multidisciplinary professionals and motivate staff effectively. � Excellent communication skills (oral and written in both English and Hindi) and capability to represent the organisation in professional forums.
